Sir John Grant Phillips was Governor of the Commonwealth Bank of Australia between July 1968 and July 1975.
Sir Richard John Randall was Secretary to the Treasury from October 28th 1966 until October 31st 1971.
$2 notes with this signature combination were issued from October 1968 until October 1972.
The mintage of the regular $2 notes with these two signatures was 473,000,000, whereas the mintage of the Phillips Randall $2 star replacement note is 607,107.
The ratio of star notes to regular notes for the Phillips Randall $2 was 779 to 1, which makes it the most readily available $2 star replacement note for collectors to obtain.
