A well-centred example.

The reign of Hadrian was a period of transition for the Roman empire - his decision to safeguard Rome against attack from the north put an end to over two hundred years of expansion, and turned the empire’s focus on peace & prosperity within. The major legacy of Hadrian’s reign is arguably the stone wall erected in the north of Britain, intended to keep out invading “barbarians” from the area now known as Scotland.

Hadrian is described by some as being aloof and mercurial in his temperament, decisive in forming and executing policy, indefatigable in visiting his lands and armies.

His journeys and inflexible supervision of Imperial administration earned him enemies as well as friends, his arrival in Africa coincided with the finish of a 5-year drought, but his accession was marred by the murder of four senators likely to have opposed his policies.

The reverse of this coin features Salus - Roman goddess of safety and well-being (welfare, health and prosperity) of both the individual and the state.
